But your benefit was adjusted to what it should have been when PERS changed the 1999 earnings rate from 20% to 11.33%. The COLAs for 2003, 2004, 2005, and 2006 were applied serially to the revised base benefit. And, the COLAs for 2003 and 2004 were each less than 2%. That is why the news media keeps stating that this may be a TAXPAYER bail out. I gathered that meant the bondholders will get paid at the expense of the taxpayers.
